Why Training ROI Is Hard to Measure Without Visibility of Skills

Only 2 in 10 HR managers say measuring training ROI is a challenge. That sounds like progress. You can even look at how much they weigh.
According to the TalentLMS 2026 L&D Benchmark report, only 37% of organizations evaluate L&D for business impact. The rest depends on completion rates, satisfaction scores, and per-student costs. Numbers that are easy to track, easy to report, and easy to read.
Most organizations feel confident about their training ROI. But that confidence is built on performance metrics, not results. And without looking at the skills of the employees, there is no way to tell if the training is building the skills the business needs.
Good news: there’s a better way to think about it. It starts with moving beyond performance metrics and toward something that connects to actual performance. Not to track whether a person has completed a course, but whether he can do what the business needs him to do.
The Metrics Most Teams Depend On (And Remember)
The training scale is usually automatic on a few common numbers. Each one tells a story. Not just the story you need.
- Completion rates are the most common. They show who has completed the course. They don’t show who learned something from it. Consider this: 70% of employees multitask during training, the highest rate in three years. In that context, “finished” doesn’t mean much.
- Satisfaction points feel confident. Overall, 84% of employees say they are satisfied with their training. But satisfaction and learning are two different things. The course can be engaging, well-paced, and may not be effective in building new skills. The TalentLMS survey also found that 84% of employees say they have received adequate training. On paper, everything looks healthy: high satisfaction, high coverage, reasonable budget. But these numbers paint a picture of effort, not impact.
- Cost per student it measures effectiveness, not efficiency. You can deliver training cheaply at scale and get nothing out of it if the content isn’t relevant to real job vacancies.
None of these metrics are wrong, really. Completion rates help you identify declines. Satisfaction data can flag poorly designed content. Tracking expenses keeps the budget on track. The problem is that none of them answer the most important question: Are our employees becoming more powerful as a result of this training?
So here is the tension. While only 37% measure L&D for business impact, 75% say their training strategy aligns with business KPIs. That 38-point gap is telling. If three-quarters of organizations believe their training supports business goals, but less than four-tenths rate whether it does, alignment is based on assumptions. Not proof.
There are better ways to measure training effectiveness. But even the most robust measurement framework falls apart without one key input: knowing what skills your people have.
The Missing Piece: The Appearance of Skills
The reason traditional metrics fail isn’t because they don’t work. It is that they measured the wrong layer. Completion, satisfaction, and cost are all input metrics. They describe what happened in training. They don’t say anything about what came out.
To measure training ROI meaningfully, you need to answer three questions:
- What skills do your employees currently have?
- What skills does the business need?
- Has training bridged the gap between the two?
Most organizations cannot answer any of them with confidence. The data explains why.
Research from this report reveals that 86% of employees develop skills by identifying things at work. They learn by doing, solving problems, and asking peers. That kind of growth is important. But it is not visible in the organization. It does not appear in the LMS report or training dashboard. It is not tracked, rated, or credited.
Think about the last time someone on your team discovered a faster way to handle client requests or taught themselves a new tool to speed up a repetitive task. That’s real skill development. But unless it is tied to a formal program, it sits in a blind spot between what the organization delivers and what people learn.
Meanwhile, 42% of HR managers say they face a skills gap, down from 51% in 2022. On the surface, that looks like progress. But is the gap closing, or is it just hard to see because so much skill building is happening under the radar?
This is the problem of visibility of skills. If you don’t see what skills people have or how they develop them, you can’t tell if the training moved the needle. And if you can’t say that, ROI is always a guess.
There is a compounding effect, too. When skills development is not pursued, organizations accumulate what the report calls learning debt. Like technical debt in software, we build in silence. Parties rely on outdated information. Workarounds have become the norm. And the cost of not knowing where your skills are growing every quarter is immeasurable.
Even organizations that have adopted skills-based approaches (79 percent, according to the report) often lack the infrastructure to connect the training and development of skills with business results. The intention is there. The ratio is usually non-existent.
What Does Valuation Skill Look Like?
The ability to measure means from “Did they complete the training?” to “Can they do something they couldn’t do before?” It’s a tough question, but it’s the only one that tells you if the training is working.
Here’s what that change looks like in practice.
- From hours logged to skills mapped: Instead of tracking how much time a person spends on a course, focus each program on the specific skills it is designed to develop. If you can’t say the skill, the training isn’t focused enough. This also forces better design: when every program has clear intended capabilities, it is difficult to justify content that does not participate in it.
- From pass/fail to know: The quiz result tells you what someone remembered on one particular day. Tracking technology tells you whether they can use that information consistently over time. The distinction is important, especially for complex skills where a single test cannot capture the full picture.
- From one-time testing to continuous monitoring: Skills don’t develop all at once, and they don’t stay static. Logging in periodically gives you trend data: Does strength increase over time or peak after the first training session?
- From cost per student to power per dollar: If you can connect a training program to a measurable improvement in a specific skill and connect that skill to a business result (fewer errors, faster onboarding, stronger sales numbers), you have an ROI story for leadership to act on.
How to Start Measuring Value
You don’t need a complete taxonomy of skills or a year-long implementation to get started. Start with four steps.
1. Choose One Program
Choose a training initiative that aligns with a clear business outcome. Sales enablement, customer onboarding, and compliance are strong candidates because they have measurable downstream effects. Trying to balance everything at once leads to paralysis. A single driver with clear metrics will teach you more than a company-wide rollout with vague goals.
2. Mention Skills
Identify 3 to 5 specific skills the program should improve. Be concrete. “Better communication” is too broad. “Handles customer objections using an approved framework” is something you can see and measure.
3. Base and Reassess
Measure where the participants are before the training and again 30 to 60 days after. Use management assessments, practical tests, or on-the-job observations. Self-evaluation has its place, but it shouldn’t be your only measure. There is often a gap between how confident people feel and how capable they are.
4. Connect to Results
Track whether skill development is reflected in performance data. Are error rates decreasing? Has production time improved? Have customer satisfaction scores changed?
The goal is not to be perfect on the first day. Create a program that combines training and strength, one program at a time. Even hard skills data is more useful than polished completion reports when it comes to understanding what training is doing for a business.
