Mayor Brandon Johnson launches compensation forum amid $1B budget gap

Chicago took its first step after establishing a disaster recovery team two years ago.
And now, Chicago Mayor Brandon Johnson plans to hold a public forum called “Repair Chicago” to “gather the lived experiences of Black Chicagoans’ injuries” as part of an effort to initiate reparations for Black residents.
“Your experience is a testimony and we put it in our mind,” said Johnson. “By communicating directly with citizens, we put this mission into words and live the realities of the people we aim to help.”

The first event took place on Tuesday and two more events are planned for April.
Johnson’s office announced that the effort to “fix Chicago” will include “bus tours, panel discussions, town halls, and hearings,” to help group members gather input on the restoration study.
“The public consultation process will gather input from Chicagoans across the city to better understand the experiences of Black Chicagoans over the generations and how systemic racism has shaped their lives, opportunities and well-being,” Johnson said.
The move comes two years after Johnson appointed his chief equity officer, Carla Kupe, to lead the $500,000 fundraising team. In 2024, Johnson signed an executive order establishing a Task Force, consisting of 40 members, addressing “the historic harm done to black Chicagoans and their ancestors in the form of restitution.”

Johnson’s attempt to implement compensation comes when the the city endures financial problems. Fox News Digital previously reported that Chicago, the nation’s third-largest city, faces a business finance budget gap of more than $1 billion, and its fiscal year 2025 is expected to close with a deficit of nearly $150 million and two-fifths of the budget going to debt and pension costs.
Johnson said in April the city was “at a crossroads” and had to “do more with less,” while at the same time criticizing the Trump administration for reportedly threatening federal funding, calling it “a different situation that we weren’t in before.”

Chicago could follow several states and local municipalities that want to implement some degree of reimbursement. At the government level, Illinois recovery commission issued a report revealing what it calls the state’s history of harming black residents.
Evanston, Illinois, a suburb of Chicago, was the first to pay reparations to Black residents houses costs. This program provides $25,000 in direct cash payments to Black residents and descendants of Black residents who lived in Evanston between 1919 and 1969.

Many have proposed reparations to repair the historical harm to Blacks. Some of these programs have four face legal challenges considering that they have race-dependent effects.
For example, a resident of San Francisco claims the city’s Reparations Fund dividing the village.
The mayor’s office did not respond to Fox News Digital’s request for comment.
