A Washington man was shot and killed by a neighbor after allegedly opening fire on two women during a domestic dispute that spilled into a nearby street, police said.
Puyallup Police Department (PPD) officers responded around 9:10 a.m. on April 2, when investigators say Arnino Guanlao, 47, shot two elderly female relatives after a domestic dispute escalated outside the home.
A neighbor, who was inside at the time, came outside and intervened, fatally shooting Guanlao, according to police.
One of the victims, Christiannel Lyle Macapagal Maningat, 23, died at the scene. A second woman was taken to a local hospital with life-threatening injuries, authorities said.

Authorities said the case remains under investigation, including a review of the neighbor’s use of force.
Washington law allows a person to use force to defend himself or others if he reasonably believes it is necessary, but deadly force is only appropriate when he faces an immediate threat of serious injury or death.
“That is under investigation, as to how the circumstances occurred,” PPD Capt. Kevin Gill said during a press conference.

Eyewitnesses described chaos when gunfire erupted in the area.
“There’s a girl here that was face down, and she was still breathing a little bit and trying to move a little bit, but she wasn’t doing anything and the officer came quickly and she and I pulled her out, turned her around and we found her with a gunshot wound to her stomach,” neighbor Michelle Weingarden-Bandes told FOX 13 Seattle.
“All of us are not only shocked by what we saw, those of us who were here this morning, but this has happened in our area,” he added.

Investigators say the neighbor who shot the suspect is cooperating with detectives to determine the circumstances surrounding the use of force, according to FOX 13 Seattle.
Detectives are also busy trying to find out what led to the altercation and are examining several scenes related to the incident, the newspaper reported.
Residents reported hearing multiple gunshots during the incident.

The law enforcement officers said that detectives are continuing to interview witnesses, most of whom were left devastated by the violence.
An additional report by Law&Crime identified Guanlao as the young father of the victims and said that he was shooting at his childless daughters when a neighbor intervened.
Authorities have not said what sparked the initial dispute.

PPD said detectives with the Criminal Investigations Division, as well as the Metro Cities Crime Response Unit, are continuing to investigate the incident.

The violence has left the family of the deceased stunned.
A GoFundMe set up for the family says the victim’s mother is caring for her surviving daughters while grieving the loss of one child and staying at the bedside of another who is still in hospital.

The charity, which is raising about $19,000, says the family’s life “changed in an instant” and describes the emotional trauma of the other two daughters, who are now dealing with the consequences of the violence.
Organizers said the money will help cover funeral expenses, medical expenses and basic living needs as the family looks after the incident.
